Annotation

The article emphasizes the importance of enhancing of the entrepreneurial activity of amalgamated territorial communities under decentralization conditions. It is noted that business development should be considered in the context of functioning of amalagamated territorial communities. It is emphasized that each territorial unit acts as a part of a larger socio-economic system, which determines the existence of factors, affecting formation of the entrepreneurial environment of the community and, either depends on the influence and actions of local self-government bodies, or the corresponding influence is absent. The priority is given to the balanced development of the territorial community as a socio-economic system, which is based on defining of the sustainability of development of the territorial community as a strategic task of functioning of self-government bodies and dynamic equilibrium as the basis of the community development. In the article, entrepreneurship is considered as a tool for increasing of employment in the community and a source to rise the profitability of local budgets and residents, in other words as a means to improve the quality of life of the population. The problems that negatively influence development of entrepreneurship of amalgamated territorial communities are highlighted in the work, particularly, lack of well-established and effective systematic coordination of stakeholders' actions, which include central and local executive bodies, local self-government bodies, public associations of entrepreneurs, international organizations, projects of international technical assistance, implemented on the territory of Ukraine; inconsistency of the state policy in the field of business development, as well as instability and unpredictability of the regulatory environment of business entities operating. Basing on the practice of the countries, characterized by significant success of business development, the authors of the research identify the main directions of activation of business activity of amalgamated territorial communities. Among them, the article marks the following one, i.e. creating of favorable economic conditions for development of enterprises, expanding of the access to financing for small and medium-size enterprises, simplification of tax administration for enterprises, promotion of the business culture and development of business skills, as well as investment and innovative activities of enterprises.
