Strategic planning is an important tool of state regulation, which helps to maintain the necessary economic proportions, ensures coordinated and purposeful functioning of all subsystems of the economic complex of the region. Under strategic planning, opportunities to identify patterns and trends of regional development expand, the degree of predictability of changes and behavior of various business entities increases. At the regional level, it is necessary to consider both improving the structure of the regional economy through implementation of a certain structural and investment policy, and harmonizing the processes of production, distribution, exchange and consumption for a harmonious combination of the interests of the subjects of regional economy.

Current realities and the need to adapt domestic enterprises to the complex conditions of economic reform have led to an increased interest to development of the strategies for enterprises (firms), since without identifying prospects and predicting future development trends, it is practically impossible to develop tactical measures in difficult market conditions.

Enterprises are open systems that actively interact with the external environment. Violent and ambiguous changes in the environment are a prerequisite for the development of a system of flexible adaptation to changes at the enterprise. It is within the framework of the strategic aspect of activity that every enterprise can quickly respond to changes in the environment and at the same time maintain the success and effectiveness of its activities in the long term.

Rapid changes in development of an enterprise associated with the emergence of new technologies, globalization of activities, increased competition in the markets of finished products and resources determine the need for it to adapt to changes in the surrounding environment, forecast its actions and develop a strategy for the future.

The company's development strategy is developed in the process of implementing the strategic management mechanism. The evolution of enterprise management systems took place in parallel with changes in the operating conditions of enterprises, an increase in the level of instability of the external environment. Thus, over time, the system of strategic management of the enterprise has become more and more complicated, and the content of the enterprise's development strategy has changed.
