EUROPEAN EXPERIENCE IN REGULATING THE CIRCULATION OF AGRICULTURAL LAND

Annotation

The land market in Ukraine is taking its first steps after the lifting of the moratorium. Therefore, today it is very necessary to analyze the experience of regulating land relations and its circulation, which have passed a long and successful testing in neighboring countries. The article analyzes the stages of the land market in Europe and the world, shows the main directions of world experience in regulating the circulation of agricultural land, as well as the main mechanisms of state influence on the development of agricultural relations. To ensure the optimal classification of land among its users and for the effective functioning of land circulation in many countries around the world, agricultural policy is designed so that land шs cultivated by those who have the opportunity to ensure their most efficient use.

The article, based on the generalization of current international practice, examines the possibility of using this experience in our country. The structure of agricultural lands, their use and belonging to the appropriate form of ownership in Ukraine are analyzed. Land in the agricultural sector, in contrast to industrial land, transport and other industries, is a major aspect of production. Therefore, the article states that the current model of state land regulation may lead to the monopolization of these markets and the acquisition of agricultural land by large corporations. The opinions of some authors on this issue have been studied, the need to form the main aspects of productive use of land resources has been established.

It is concluded that at the current stage of the policy of ensuring the rationality and efficiency of land use in the agricultural sector, the state should strengthen actions aimed at regulating land use processes. Relevant proposals have been made to improve the methods of regulating land relations in the agricultural sector.
