PRINCIPLES OF SPATIAL PLANNING OF A TERRITORIAL COMMUNITY

Annotation

The current global trends, particulalry climate change, urbanization and negative dynamics of demographic indicators, as well as their consequences: rising annual temperatures, changing climatic zones, increasing migration processes, have necessitated spatial planning at the international (transnational), national, regional-national (regional) and local (territorial community) levels, development of the documentation appropriate to these levels. The main driving force of the development of the spatial planning process was the modern regulatory framework, which almost eliminated the need to develop several urban and land management types documents being similar in content, but still parallel required for the territory development. It is established that due to the complexity of spatial planning and its broad coverage of the various aspects of socio-economic activity and ecological status of the territory, the formulation of certain principles, their composition and content is largely determined by the professional orientation of researchers. Accordingly, the scientific literature substantiates the different composition of the spatial planning principles.

The basic principles of spatial planning are considered and analyzed. They are: dialogue, inclusiveness, civic participation, subsidiarity, proportionality, verticality, horizontality of stakeholder improvement, transparency, future forecasting and iteration. Their content is revealed. The schematic reproduction of classification of the principles of spatial planning gives a clear idea of their composition. It was found that a key element of spatial planning is the balancing of different, often conflicting, public and private interests.

It is assumed that based on the understanding of joint responsibility for the formation of the basic concept and objectives of the plan and the results of its implementation, the principle of dialogue is translated into a partnership with the community and development of the public administration and civil society as a whole. Eventually, such a society is formed, raised to a higher level, i.e. the formation of a healthy social demand for protection of the rights and freedoms of citizens and fair justice. The expediency of conducting spatial analysis is substantiated.
