One of the main methods for determining the residual resource of a building is to study changes of conditions of the building structures of civil and public funds in the course of its exploitation. The necessary parameters, which are proposed to be fixed, include: crack width expansion, their length, crack spread density (for external structures), material strength characteristics, deformation (deflections, displacement), corrosion of metal structures, etc.

As a basic hypothesis for the phenomenological model, it is proposed to take a complex of numerical parameters of cracks in a material (width of crack expansion, crack length, crack spread density) as the criterion of the brick element technical condition. A complex of numerical data parameters is a quantitative integral characteristic of the degradation process.

The reliability models of the element for fracture toughness, depending on the time of operation, are formulated as a search for the probability of limit state non-exceedance by the controlled parameter, after which it is possible to determine the probability of non-exceedance by the generalized parameter. A generic parameter is a criterion that determines the degree of a structure (system) operation capacity by several controlled parameters.

Also, the tables of degradation parameters values, based on normative data and results of experimental research, are given. This data can be used in further research and calculations.

The third part of the article presents an algorithm for solving the problem of determining the structures residual life. The main points of this algorithm are: determination of distribution laws of degradation parameters and their statistical characteristics; determination of the relative values of the determining parameters; determination of the significance estimation of this parameter for the further estimation of the structure condition, using weight coefficients; calculation of a generalized parameter that determines the construction operation capacity degree on several controlled parameters. Next, we determine the dependence of degradation on time and determine the structures condition and residual life.
