The article reveals the role and importance of the State Treasury Service of Ukraine in the management of public financial resources in order to ensure the stability of the national budget system, financial security and sustainable economic growth of the country; highlights the role of the treasury in solving the problems of limited financial resources and the lack of effective mechanisms for their management in the process of cash execution of the state budget, which become a factor in irrational borrowing to cover cash gaps; losses from non-use of temporarily free state financial resources; lack of efficiency, transparency and control over the targeted use of budget funds, timeliness of the receipt of public funds by participants in the budget process; identifies the advantages of using the treasury system of cash execution of budgets; clarifies the essence of opening appropriations to repay the obligations of managers and recipients of funds from the state budget, which will optimize the process of proving budget allocations, ensuring their effective use; shows the need to consolidate financial resources in a single treasury account that will help the Treasury to obtain comprehensive information on public finances, and therefore operate with financial levers of economic regulation, control their intended use, forecast future balances or budget shortfalls. The research outlines current problems of financial resources management in the system of treasury bodies and offers the ways of their solution.
